Deploying a WP-based site template

I’m working on a WP install that is to be used as a template site. It contains a custom theme, a collection of plug-ins, and content pages. There are pre-configured menus, widgets, plugin/theme options, and admin info display options.
What would be the best way to deploy this? Obviously I want to distribute my custom WP folder, but I don’t think WP’s export option will keep all the settings intact. However, a full database backup will also carry over the site URL, admin e-mail and password–which all have to be reconfigured afterward in kind of a roundabout way. Then, still, the user must edit wp-config instead of using the easy WP install process.
Ideally, I want the end-user to copy my distribution folder into place on their server, run the standard WP install to put in their database config information, and then perhaps run one or two simple import operations to get the rest of the content in place. Is that something that’s doable? Any suggestions are appreciated.
