Despite mobile caching enabled in settings the crawler skips these pages

I run the crawler over the site and get the following message for all of my mobile pages. I have guest mode turned off and mobile browsing turned on. The message is “

Ctrl] X Cache_control -> no Cache ( is mobile )

” and it happens even if I re-run the crawler immediately after it completes. I don’t know why this is happening. The following is a typical excerpt from the debugging log file:
