Developing a new footer widget but in draft/dev so it's not live

Hi,

I need to add a new footer widget into an existing slot but will probably need to tweak and play with it for a while before it’s ready to go live.

Is there a way to develop a draft widget on a temporary page so I can get the new content ready, view it in a browser before pushing it live.

Do I just develop it on my local machine using static html etc.?
