Posting pictures to Instagram and Facebook

I am new to WP. I have two questions.

1) I have setup a local server using Desktop Server. I have an existing site that I’m trying to clone to edit on the development server (Desktop Server). What is easiest way to clone operational website to development platform?

2) On this web site, I’d like for when users are posting pictures in both Instagram & FACEBOOK to display on a page. Is this possible?
