    It depends if ‘Links’ post type uses its own capabilities set, like ‘edit_links’, ‘publish_links’. Read this post for more information about capabilities for the custom post type:

    If it uses standard capabilities from the ‘Posts’ type, then it’s impossible to realize for the same user, just with 2 users with different roles, e.g. (Contributor and Editor).
