My take is that you could use plugins that allow you to hide products/categories and give discounts per user role. Scaling to many users might be a challenge though, so consider assigning the same role to several customers.
Some of the plugins for this that come into mind are:

• Prices By User Role for WooCommerce
• A combo of Products Visibility by User Roles + WooCommerce Dynamic Pricing

Nonetheless, this is indeed a fairly complex topic. I’m going to leave it open a bit for anyone else to chime in to help you out.
