Different zones with different weights

HI! I set up 9 different zones that correspond to the USPS zipcode zones. I then went in and added weight based shipping rules to each zone, as each zone has different shipping costs associated with different weights. Some of the zones are working fine. But when I tested entering zip codes from zone 7 (90210), it defaulted to the shipping costs I entered for zone 1 and 2.

And a shot of where is gives the wrong shipping charge for zone 7. (For the zipcode 90210 the shipping charge should be for $3.05, but it keeps coming up at $2.74, which is the correct amount for zone 1and 2, zipcode 63116). here
