Alternatively (since it seems you are using PHP templates):
This can be done by fetching the attachment url:
https://developer.www.ads-software.com/reference/functions/wp_get_attachment_url/
You can place the URL in the href attribute.

You can also get the attachment url by using our field functions
pods_field_display( 'POD NAME', ID, 'pdf._src' ).

Both suggestions assume that you are using a file field for your PDF.
