The FAQ is up to date.

I have no plans to introduce this feature and have no recommendations for other plugins.

Ok then can you exmplain please meaning of plug-in if user cannot change languages ? is there any manual way to change language using this plug-in? then why I need to translate If I cannot change language ?

WordPress sites have a language setting. This is changed manually in Settings > General.

WordPress is not designed for multiple languages in a single site. (there is Multisite for that). Hence I don’t involve myself in language switching.

There are other plugins that force WordPress to split a single site into multiple languages. Loco Translate deliberately does not do this. It is focused on its own specific purpose which is Gettext file management and editing.
