Direct Place Order Without Payment for specific country

Hello Team,

Thank you for awesome plugin and support. i have specific need for client and that is , Can we place order without payment for specific country?. EX.(Suppose i want to place order without payment for Canada but i still want payment gateways for US.)
i have tried and use add_filter( ‘woocommerce_cart_needs_payment’,’__return_false’ ); this script, its works for me but not for specific country. This script allow me for all country to place order without payment.
Could you please help me out.
