Disable access to contributors

@amithkumar4 Contributors do not have access to Instant Images. Only users with edit_theme_options are able to see the plugin.

@dcooney When upload_files is enabled, Instant images is shown to the contributors and edit_theme_options (enabled/disabled) is being ignored. I checked this on our test site which has only Divi theme and User role editor plugin.

Maybe you could try using this hook to change the permissions then?
I tested on a standard WP install and only admins see the plugin.
