Disable bulk discounts on backorder products

Yea, how do I prevent someone from getting a bulk discount when stock = 0? I allow backorders, just don’t want to give a discount on backorders

It’s possible to implement using tab “Product Collections”

As I understand, in any case, we need ability to exclude products on backorder.
