When I disable in mobile, the title still displays on the page. This would actually be perfect, if I could make the title link to a page instead of trigger the pop up.

I have a form in my pop up and while it can be filled out, it is not intuitive due to positioning and scrolling.

What Title are you referring to that’s still displaying on the page even in mobile? Nothing from the popup should be showing on mobile if you disabled it on mobile.

You could make the Title a link and a Trigger by using the “Do not prevent default click functionality” feature found when you create/edit a Trigger. Although, I’m not too sure how well that would turn out.

I just realized that the trigger is actually coded into the theme. (I took over from another developer). I will see If I can get that to work.
