disable comments by default

i want to change the default value of all new registried blog to have “Don’t allow commet” as default.
Not entirely remove de functionality as many search result i have get when trying to found a solution.

I hope there is some kind of action running directly after a new site/blog has been created you can hook to or anything like that…
