Disable empty or hashtag links affects sub-items.

I have parent menu item without link or with a hashtag. Disable empty or hashtags links is enabled. The parent menu item is disabled. It surprises me that all its children are also deactivated while they all have links (not empty, no hashtag). Is this a bug? Or should the label & description explain this as a feature. Presently it says the links are deactivated, but it should say that also its child items will all be activated.
