Providing custom functionality like that falls outside the scope of our support. But here’s the direction I can steer you towards:

1) Review our docs on Themeing with Give. That allows you to customize the markup of your forms. Here’s docs on that:

2) There are hooks available which output the donation button, you’ll have to scan the code to get the exact one you want. But once you have it, you can wrap it in a conditional statement based on “target_date”.
