Disabling Comments

When comments are disabled, does this cause any exising comments associated to the topic to not be displayed?

I’m asking becuase one of the requirments I have in finding a blog service is that the comment submission must be able to be enabled/disabled as needed but existing/approved comments must be displayed at all times.
