disabling content restriction

I have installed both Paid Member Subscriptions and Profile Builder on the staging version of my organization’s website, mostly to manage membership. Because we are an educational non-profit, I have no interest in restricting the content and it seemed possible in Profile Builder to disable it. Despite that, however, it is now impossible even to access the page that links to the PMS registration page https://wla.crfg.org/staging/membership/
