disabling the calculating auto refresh in the shipping area

Hi, would highly appreciate help in disabling the calculating auto refresh in the shipping area at the checkout when entering/changing the address or city fields. the shipping cost is fixed so there is no change in the price of the shipping. what it does do is slows the checkout process and damages conversion . thanks
