Disallow plugins from repeatedly adding to admin menu.

I use a plugin to manage my dashboard admin menu, because it can get messy and unruly from plugins abusing it or not following basic standards for adding menu items to it.
Many plugins add spammy menu items “Buy Now!” “Upgrade!” “Get Pro!”. I get it – they deserve to make money, but this should be disallowed in the admin menu. Further, certain plugins will repeatedly add the these menu items after they’ve explicitly been hidden. (I’m looking at you MonsterInsights).
Why does WordPress allow this practice? It is abhorrent. There is enough opportunity to prompt me to upgrade through notices, and plugin’s own admin pages. They should not be allowed to add spammy and random menu items, (especially outside of their own submenus on the top level of the menu) let alone repeatedly replace them when they’ve been hidden.
