Discount delivery fees based on purchases

Hello there,
You can do this by using Conditional Payment Methods For WooCommerce.

This extension allows you to set up multiple shipping methods with different prices and show/hide them based on conditions like the cart total. It is not exactly like what you’re asking for, but I think it gets very close.
