Discount on number of quantity not on product

Just to confirm, are you trying to provide a Flat discount on the cart based on the quantities in the cart.

You will have to create a Cart adjustment discount rule with quantities as a condition.

Cart Adjustment discount works only on the cart page.
It seems you have the condition as Line items counts, so the rule works only when there are at least 10 different product line items in the cart.

Can you please provide us with the cart page screenshot and create a support request here, so that one of our support engineers from flycart will help you troubleshoot the issue.

Is it possible to make it for free plugin?

We are so sorry, that the quantity-based condition in Rules is only possible with the PRO version of the plugin.
It is not available with the Free version.

In the Free version, the Subtotal and Line item count are the available condition.
