Discussion Settings

I migrated my website, quiltingjetgirl.com, from WordPress.com to www.ads-software.com at the end of last week. In my Discussion Settings, I would like to have the following options selected:
-Email me whenever anyone posts a comment
-Email me whenever a comment is held for moderation
-Before a comment appears, comment author must have a previously approved comment.

However, I do not receive an email notification if someone who has previously been approved on my site leaves a comment unless I also select
-Before a comment appears, comment must be manually approved

I have tried turning off my plug-ins and the problem has persisted. There are a lot of old posts surrounding this topic, but most of the ones I viewed were from years ago and much older versions of WordPress. I am open to the fact it might be related to my theme (I am using Expound), but thought that as I was using Expound as my theme on WordPress.com as well it was likely more to do with my installation and setup on www.ads-software.com than anything else.

One last tidbit, which I think is unrelated, but you never know. I am also currently being marked as spam by Askimet when I comment on other wordpress blogs / websites, which is tedious given they are not available for support until the end of the week.
