Display categories outside of WP

    I want to list all WP categories outside of WordPress itself, i have a site which is managed through another CMS. I want to , as part of that sites home page, list all categories. Obviously i dont have access to WP functions that i would normally use within WP.

    Can this be done through the use of a third party script? Or do i need to learn the database structure and make the query myself?
