Display image during certain hours

I am pretty sure this shortcode will do what I want it to do, but I am confused on how to write the shortcode.

Basically I just want to show an image everyday from 9am to 11pm, but I am not sure how to do so. In between 11pm and 8am I do not want to display anythng) Any help would be appreciated.
