Display notice on checkout when there is no tact (or tax is zero)

Hi there,

The easiest way to add that section would be:

• Adding it to your terms & conditions page – the customer would need check the associated checkbox during checkout
• Adding a new field/section using Checkout Field Editor
• Add a cart notice using Cart Notices
