Displaying lists on Subscription page for specific users

I have different emails that go out to different lists depending on the language spoken by the user. I find that when selecting the Show this list on the “Manage Subscription” page option under List Visibility for a list, the list is displayed for all users, regardless if they are subscribed to that list or not. I do not want a user who speaks Language1 to see lists that are intended for uses who speak Language2 and vice versa. How do I enable a list to be displayed for some users and not displayed for other users?
