distribution of a predetermined maximum number of points for artists

Is it possible with some plugins to make this?
How can I make that a registered member within one calendar month to receive a certain amount of initial points that can be distributed to members of the site from another role (such as artists, musicians)?

For example … this registered user has 5 points this month and provides a single point of an artist, another point on the second artist, and the last three points of third artist. Or all 5 points of just one single artist.

After the end of the month and renewal of its membership this user again will have 5 points. Each month the number of points that artists have received will be visible on their profiles. At the end of the month the counter will be reset. If the points for all artists can be saved as an archive will be great.
