Disturbing Subversion Terms

Was bumping around trying to figure out how to add my plugin to the WordPress’ centralized repository.
Although https://www.ads-software.com/extend/plugins/add/ says, “You can add the plugin you’ve written to the plugin directory by filling out the form below,” there is no form on the page.
So I signed up at https://subversion.tigris.org/
A compulsory agreement to a terms of service page has this as it’s content:

In the event of any conflict between certain provisions of the Other License(s) and the TOS, the applicable provisions of the Other License(s) shall prevail.
—————————I can not agree to other licenses that may exist and that I have not seen, nor can I agree in advance to licenses that may be created in the future and said to be an other license. Especially considering any terms in the other licenses supersede conflicting provisions of this terms of service itself.
Is agreement to these unacceptable terms the only way to add a plugin to the WordPress centralized repository?
