You can do this using pagebuilder : https://www.ads-software.com/plugins/siteorigin-panels/
There is an option to make a row fullwidth

or using the apperance theme options > home layout > call to action option.

else from within the content area it’s contained by the page container so it’s not really an option with css to force just a section outside of that container.
