Dividing segments

I have a limit of 100 emails per day with our service SendGrid (since WP decided to change how emails are delivered). I have two segments for sending out post notification emails and I want to know if:
1) those segments can be divided. Could I have two separate segments, with 100 WP users in it and the other with the remaining users which at this point would be 40?
2) how could I be assured that the list with 40 users in those two segments is the list that gets populated with new users who join our group?
3) Currently we have 140 WP users and prior to this change, we were able to send to all users via WP but not anymore. We’re now limited to 100 emails per day so if I leave things as they are, that post notification email is going to send to the first 100 users and then drop the remaining 40.

I can pay a monthly few of $14.95 to SendGrid and that would take care of this issue BUT we are trying to reduce costs so $180 per year can be saved if I can set Mail Poet up as I described.

Also, does anyone know if we were using a paid subscription to Mail Poet would that get you an actual tech in their support group that could set this up for us?
