    Yes that is what it means, but it is not saying that you can add target=”none” to a link, as the target attribute itself has been deprecated under strict doctypes.

    It is saying that when creating a new link in the blogroll section selecting anything but the “none” radio button under the target section will result in it displaying a target attribute that will then cause the page to fail validation.

    Also, using the target attribute will make certain users angry that they are forced to open the links in a new window. When if no target attribute is used then everyone can just decide on their own where to open links.
