Do free accounts ever get past “pending approval?”

My client only has 500 subscribers, so I signed up for a free account for now. Everything is set up and verified and whatnot, but it’s been stuck in “pending approval” all week. I see in the “common issues” post that we can get support for this problem if we have a premium account. Does that mean free accounts don’t actually work?
