• Can someone please help me with this.

    I have two sites hosted by A2Hosting.com. Someone else put them up for me.

    I want to build another site, but I don’t have a dot com for it yet.

    Can I work on building another site in maintenance mode without having a dot com for the site?

    Can I do that, and if so, any advice on how to get started would be greatly appreciated.

    You should be able to setup a subdomain through the hosting provider, like newsite.example.com

    The procedure varies depending on the hosting provider, so I recommend checking their documentation or contacting their support for specifics.

    Once you get that subdomain setup, you can install WordPress there. When you’re done building the site, and you have a new domain for it, add that domain to your hosting account (again, check your hosting provider’s documentation or contacting their support for specifics), and move WordPress to it following this guide: https://codex.www.ads-software.com/Moving_WordPress#Changing_Your_Domain_Name_and_URLs
