Do I need to install Multisite feature?

Hello all!
I have a small question: I have my installation and website with wordpress.
Now my friend asked me to make a website for her. She does not have hosting account, nothing… But maybe in the future she said if she needs she’ll get one.

Do I need to install a multisite to make a website for her? When people create wordpress sites for clients – do they do it through multisite? And does a client need to provide hosting at the end to transfer the site to them?
