Do not add fee when subtotal = 0

Hi,

When using your plugin everything works fine.
However some customers will get 100% discount. So they pay actually nothing.
However the fee is always added, even when the subtotal = 0.

In the end my customer needs to pay the fee, for something he does not pay for.

Question:
How to disable fee when subtotal = 0?
