Do not enable with WD_DEBUG

I sometimes switch on WP_DEBUG also on production sites. When this happens the Test Gateway (if enabled) is active both for non-admins and for all IPs regardless of these settings. I therefore patched the line 102 in the plugin and removed WP_DEBUG as one of the conditions. I suggest that the plugin is changed this way or – better – adding another check-box in the settings for this.
