Do not have permission to view page on multi site

I was trying to change the ‘send plugin alerts email’ in Settings on a mutli site wordpress site but keep getting the ‘Do not have permission to view page’ message, that is be cause in the HTML the form action is like this: https://www.sitename.org/wp-admin/admin.php?page=sucuriscan_settings when it should be like this: HTML the form action is like this: https://www.sitename.org/wp-admin/network/admin.php?page=sucuriscan_settings.

I edited the action url using the browser web inspector and got the email to update.
