Documents plugin with user permissions

Hey all,
Can anyone point me to a plugin in WordPress (free/paid all suggestions welcome), where an admin can upload documents and can ‘tag’ them for permissions.
Ideally be able to tag things like ‘user1’ (specific user), ‘managers’, ‘all’, ‘directors’, etc.
The admin will have setup multiple users, some in user groups ‘directors’, ‘managers’, ‘staff’ for example.
The admin could upload a document and tag ‘all’, or just ‘managers’ who can have visibility on this document.
Similarly the admin can upload a document and tag one specific user, this user and the ‘directors’ can view this document only.
If ‘all’ then document is visible for anyone.. things like that.
Essentially like HR documents and can store company policies which would be available to all, but then some private one-to-one documents that shouldn’t be shared across users.
