• Someone I am working with is trying to hold onto a custom theme with broken bootstrap that was built on the 2014 default WP theme. We are upgrading just about everything else and this guy is fighting with everythign that he can to not upgrade our website to a new theme. Yes we would have to rebuild ~30 pages in a modern page builder. Thoughts?

There’s no official word on that, but sooner or later default themes like Twenty Fourteen are retired.

Personally, I force myself to move on once a theme I use has reached 5 years of age.

There are thousands of free themes to choose from, and the Feature Filter button at https://www.ads-software.com/themes/browse/new/ should help you narrow down your options to something similar and thus requiring minimal customization.
