Does it cause GA to track outbound links and downloads?

I need to track “non page view events” like downloads and links to pages that don’t have my GA code (“outbound links”).
Does this plugin do that automatically?
If not, can I set it to do that?https://www.ads-software.com/plugins/google-universal-analytics/
