does it convert to webp?

    never mind my above question.
    i noticed that it does convert to webp, but not always, not sure why.
    from about 50 files, 44 were converted to webp.
    is it because if webp version size is more than the jpeg size, then it does not upload it?

    You are correct. If the webp version is not smaller, it would be pointless to convert to webp (so it doesn’t).

    To that end, the rewrite rules check to see if a webp version exists before attempting to rewrite the urls.

    Since you are using azure cloud, it is very likely you will experience problems serving webp images properly, unless azure lets you implement some sort of rewrite rules on their servers.
