ok, say I do have this working but it will only appear on the checkout page once the customers adds their shipping address

I have disabled the option Hide shipping costs until an address is entered in the woocommerce shipping settings but it has not made a difference

Also, is it possible to have the progress bar appear at the top of every page once something has been added to the cart?

I am unable to access any shipping options – no matter what address I try, it seems to default to Local Pickup. In cases where the destination is a country other than Australia, no shipping options are presented.

Navigate to the Progress Bar settings and enable the “Enable on Local Pickup” option. That should hopefully address the issue.

Concerning your second inquiry about the progress bar position, in the PRO version, there is a shortcode available that can be inserted anywhere on the site. This shortcode can be applied through page builders or directly in the template. Additionally, the PRO version offers the option to add the progress bar as a WordPress Block, which can be inserted via the Gutenberg editor or in the widget area.
