Does not work, just slows site

I am a WP developer (my day job) and I installed this following all the steps including .dat files and dashboard config on an Apache and on a Nginx system to test two different sites. I was able to view the site normally and login to the back-end in via VPN from various countries around the world that I had listed as blocked for front-end and back-end. The only difference was was slower loads in allowed, and blocked, countries. Does not work properly, needs to be fixed.
