Does Refunding Prevent Downloads of Purchased Material?

I recently refunded a payment. However, I can’t find any documentation about whether or not this prevents a user from downloading the material that they originally purchased before the refund. I want for the refunded user to no longer be able to download the material they purchased for that transaction, but not delete the user account. Is this how it behaves or do I have to do something to make this happen?
