Does this mean I CAN update Wordrpress?

I am trying to confirm with my host (APlus) that I can update WP to the newest version and they /seem/ to have said that the MySQL and the rest is up to dat but they also added this caveat which I asked them to clarify and I still don’t understand what they are saying. I am switching providers sometime soon but can I update in the meantime or should I wait until I find a new provider?! I am running F8 static.

If you wish to upgrade this version, you may do this, but for this you will require full access to WordPress configuration files which are now located on the server and not accessible from your control panel due to security reasons. If you request full access to WordPress this means that configuration files will be moved to your webspace, i.e. to the part of server space where all your files and website content are placed, these files you may view, upload, download and change with the help of File Manager Pro application or FTP access. After full access to WordPress files is granted to you, you will be able to upgrade WordPress version, install custom themes and plugins; however since you will also be able to make changes to the code of configuration files, WordPress will be considered as third party software and we will not provide support for any issues related to this WordPress version.”
