does this plugin support shortcodes?

Hi,
I’m looking for a tool that will allow me to give the functionality to certain users of my site from the front end, ability to grant users role from subscriber to contributor and contributor to author.

I’m not looking to give access to wpadmin. I only strictly want to give them this ability via a front end page and something like a short code.

Does this plugin support such a function?
If not can anyone point me in another direction please.
