Does this popup to each user or EU-only?

  • Hi, I am looking for a cookie consent plugin that blocks all the scripts before the user actually agrees to cookies. So that people cannot read or navigate the site before they actually agree. Is this the case here?
    And also, does it only pop-up for EU users or will every user get to see it?
