i’m looking for something that when people click SUBMIT on a comment – they’ll be redirected a URL of my choice.

does it do what i’m talking about?

Unfortunately my reply doesn’t help with your search, so apologies, but are you sure that this sort of move is what your visitors will welcome? Just from a personal pov, if I submitted a comment on a site, the last thing I would expect is to be re-directed to another site, and it would certainly make me think twice about visiting or commenting again.
