does this work in a setting in wp-admin?

I think the answer is no, but I thought i’d check. as i understand this shortcode allows you to put a shortcode in the content editor. however I’d really love to put this shortcode into a setting in a text editor in a plugin I have installed on the wp-admin side. wishful thinking right?
